Incomplete Assignments

In my lessons plans, I give assignments that students can accomplish in a reasonable about of time.
I try to give them some time in class to work on these. Every student also has a study hall at the end of the day, with the exception of reading day on Thursday. Unfortunately, not all students use their time wisely, so I have an Incomplete Assignment Policy. All students are informed of this at the beginning of the year. My goal is to teach responsibility and accountability.
Incomplete Assignment Policy: (starts fresh each quarter)
*1st Incomplete - warning *2nd Incomplete - 1 check
*3rd Incomplete - 2 checks *4th Incomplete - 3 checks
*5th Incomplete - 4 checks *6th or more - 5 checks
