Notice of Letting

Sealed proposals will be accepted for the Central Lyon Community School District – Middle School Restroom Remodel, Rock Rapids, Iowa. Proposals will be received on behalf of the District by Mr. Dave Ackerman, Superintendent, at the Central Lyon High School, 1010 S. Greene St., Rock Rapids, IA until 10:00 o’clock A.M. on Thursday, April 18, 2019, and at such time and place will be opened and publicly read.

Proposals previously received will be acted upon at the Central Lyon Community School District (the District) Board at its meeting to be held the following week. The exact date and time will be stated at the bid opening. Contract documents may be examined at the office of the Architect, CMBA Architects, 302 Jones Street, Suite 200, Sioux City, Iowa 51102-3689, at Central Lyon High School – Main Office, or obtained from the reprographer, Sioux City Blueprint (712) 258-6840 for a $100 refundable deposit.

The Project shall consist of:

  1. The remodel of two (2) existing restrooms.
  2. The conversion of a storage room to a single fixture restroom.
  3. The repair of an under-floor waste pipe in two (2) classrooms. These two classrooms will also receive new flooring and wall base.

A Pre-Bid Conference has already been held for this project. If a bidder desires access to the project, please contact the architect to make arrangements. Work under the proposed contracts shall be commenced upon receipt of signed contract, but not before June 1, 2019 and shall be completed in a timely manner but in no event, shall Substantial Completion of the work be later than September 15, 2019, subject to any extension of time which may be granted by the Board. The owner is stipulating that any plumbing work that requires service to the school to be shut down, to be completed by August 15, 2019.

The Board reserves the right to reject any and all proposals, re-advertise for new bids and to waive informalities that may be in the best interest of the School. Each Proposal shall be accompanied by a bid bond, certified check, cashier’s check or certified credit union share draft in a separate sealed envelope in an amount equal to 5% of the total amount of the base bid or base bids. The certified check or cashier’s check or certified share draft shall be drawn on a bank or credit union in Iowa or a bank or credit union chartered under the laws of the United States of America and shall be made payable to the District as security that if awarded a contract by resolution of the Board, the bidder will enter into a contract at the prices bid and furnish the required performance bond, the certified check, cashier’s check, or certified share draft may be cashed, or the bid bond forfeited, and the proceeds retained as penalty if the bidder fails to execute a contract of file acceptable performance and payment bonds or provide an acceptable certificate of insurance within 10 days after the acceptance of such proposal by resolution of the Board.

By virtue of statutory authority, a preference will be given to products and provisions grown and locally produced with the State of Iowa and to Iowa domestic labor. No bidder may withdraw a bid for at least 30 days after the scheduled closing time for receiving bids. The successful bidder will be notified after the proposals have been reviewed by the Architect and a recommendation as to the lowest responsible bidders have been made to and accepted by the Board. The successful bidder will be required to furnish a Performance Bond, separate Labor & Material Payment Bond, and Insurance; said documents to be issued by a responsible surety approved by the Board and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained. Plans and specifications governing the construction of said proposed improvements have been prepared by CMBA Architects, Sioux City, IA which plans and specifications referring to and defining said proposed improvements are hereby made a part of this notice and the proposed Contract shall be executed to comply therein.
